48:25(Hajj) “Those are the people who chose the way of denial, hindered your way towards the pursuit of Inviolable Divine Commandments (al-Masjid al-Haraam - الْمَسْجِدِ الْحَرَامِ), and prevented the character building values (الْهَدْيَ)to spread and reach their right place. And because there were such faithful men and women whom you could not know about, so it was feared they may sustain losses by your hands making you feel guilty afterwards. In fact, God had, during the past, accepted in His fold everyone who so intended; so there was a mixture of both faithful and the unbelievers; and if such could be separated from others, we would have inflicted upon the rest of the unbelievers a painful torment.”
48:25(18) “It was they who were bent on denying the truth, and who debarred you from observing/following the Inviolable commandments (الْمَسْجِدِ الْحَرَامِ), and had obstructed the way of precious values of human character (وَالْهَدْيَ مَعْكُوفًا) towards spreading (يَبْلُغَ) up to their intended destination (مَحِلَّهُ). And had it not been for the believing men and believing women among them whom you might have unknowingly harmed, and on whose account you might have felt guilty afterwards, you would have been allowed to fight your way into the city: God certainly admits to His grace whoever so wills. Had they been clearly identifiable to you, We would indeed have imposed grievous suffering [at your hands] on such of them as were bent on denying the truth.”
